Ease at the present time; that large numbers of ruffians, including, it is believed, several of the ring leaders of the late riots at Canton, have taken refuge here from the pursuit of the Chinese authorities, and that the Chinese secret Societies analogous to the Fenians and "Invincibles" in Ireland, and to the Nihilists in Russia, are actively at work. An attempt was made not long ago to attack an armed band from the neighbouring mainland on a house in the centre of this city; and one night last week, a gang of thirty-five Chinese, armed for the most part with rifles and revolvers, and evidently bent on some unlawful enterprise, was arrested on one of the wharfs. Again, the Report of the Commissioners appointed, in consequence of certain proceedings, states that nearly 20 criminals have been recently claimed by the Viceroy of Canton under Treaty of Extradition, and their cases are now before the Police Magistrate.

These men were brought up before the Police Magistrate, but, as they had committed no overt act, they were only fined, in accordance with the local law, for illegally bearing arms, and their weapons were forfeited.
